CGHS beneficiaries thik it
*Central Government and BSNL Pensioners etc. have deposited 10 years subscription amount etc. after retirement and foregoing Fixed Medical Allowance to avail Central Government Health Scheme (CGHS) facilities. Serving Central Government Employees & Officers are contributing every month from their salary towards CGHS.*
*We are raising genuine demands for improvement of the functioning of CGHS Wellness centres and Private Empanelled Hospitals. Several Empanelled Hospitals are refusing to provide treatment to CGHS beneficiaries on the pretext that hundreds of crores of rupees are pending from a longer duration as the bills are not being cleared by CGHS. The government has refused to open CGHS Hospitals even though some departments like DRDO have constructed Hospital buildings and quarters for doctors, nurses etc. Finally those Hospital buildings and quarters were handed over to corporates like Apollo with nominal rents where there is no special treatment for CGHS beneficiaries. For consultation with some specialists, CGHS Tariff is not being accepted on the pretext that they are not their Hospital Doctors and CGHS and other patients had to pay huge amounts as consultation fees. For some investigations, empanelled Hospitals are charging exorbitantly on the pretext that those investigations are not mentioned in the CGHS Tariff list. In some empanelled Hospitals, CGHS and other insurance patients are being treated by only junior most fresh Doctors without any experience. Lots of amounts had to be shelved by patients as there are several disallowances in the bills.*
*New Wellness Centres are not being opened in spite of an increase in the number of beneficiaries due to the addition of BSNL Pensioners etc. There is a shortage of manpower particularly para medical staff in WCs. Branded medicines prescribed by specialists are not being given in WCs. Facilities in WCs are pathetic. Several WCs have no western Toilets making the lives of senior citizens miserable. Women patients are undergoing agony. The situation in WCs which are in rented buildings is deplorable. Several WCs have no parking places and Traffic Police are issuing challans. Some WCs were shifted to remote places where there is no availability of Transport. Senior citizens are facing difficulties in climbing steps in some WCs. In several cities even though the number of CGHS beneficiaries are more, there are no WCs. In cities like Hyderabad, for the last four decades there are only 13 WCs in spite of abnormal growth of city in all directions and an increase in the number of beneficiaries. Even though on our demand CGHS is conducting Panchayat etc. in some places, they are remaining an eye wash.*
*Instead of resolving the difficulties faced by the CGHS beneficiaries, now the Government wants to link CGHS with Ayushman Bharat Health Account (ABHA) to provide treatment for CGHS beneficiaries in Government Hospitals instead of in private hospitals. In several departments like Ordnance Factories, Railways etc.schools and hospitals are being either closed or handed over to corporates who are charging exorbitantly. The government is openly saying that Education, Health etc. are non-core activities and are reducing budget allocations and handing over to corporates.*
*All the CGHS beneficiaries are requested to be careful about linking CGHS ID with ABHA ID because of the following reasons :-*
*1. It is a very well calculated and sinister move of the Govt. to eventually force CGHS Beneficiaries to avail treatment from Govt. Hospitals and virtually say good bye to getting treatment from empanelled Hospitals. Gradually and steadily it will lead to that inevitable disastrous situation.*
*2.If we do not recognise and understand the ulterior moves of the Govt. over this well calibrated move of the Govt. aimed exclusively at effecting cost cutting, then it is quite unfortunate and heralds beginning of CGHS beneficiaries being treated at par with Ayushman Bharat beneficiaries and virtually end of huge and incomparable and distinct advantages that CGHS beneficiaries have in comparison to Ayushman Bharat Beneficiaries.*
*3.There exists a need that we must start a sustained and aggressive campaign to force the Govt. to reverse its diabolical decision fraught with disastrous consequences for CGHS beneficiaries.*
*4. Otherwise let us be ready sooner or latter to stand in the queues of Govt. Hospitals and this is going to be a harsh reality.*
*5.In view of the above critical situation, we should not immediately opt for linking our CGHS Ben ID with ABHA ID as illustrated below, until we get a clear cut directives from MoH&FW & CGHS Directorate that we will not be denied the existing facilities under CGHS, for which it is requested to submit appeals by all the Central Government, BSNL, Defence, Postal, CAPFs etc. Employees, Officers, Pensioners Associations/ Unions/ Federations / Confederations, CGHS beneficiaries Associations, JCM National Council, NJCA, NCCPA etc. urgently.*
